1st Session

The Assembly of States Parties (ASP) met for the first time in The Hague, The Netherlands during its Third Session in September 2004. Credit: ICC-CPI / Wim Van Cappellen.

The Assembly of States Parties met for the first time in September 2002 and adopted, among other things, the first budget, and the nomination and election procedures for the Court�s judges and Prosecutor. The Assembly also appointed the first official of the Court: the Director of Common Services, Bruno Cathala, who took up his post on October 15, 2002. Mr. Bruno Cathala was subsequently elected to serve as Registrar.

In February 2003, the Assembly of States Parties met in a resumed first session to elect the first eighteen judges of the Court. The Assembly elected seven women and eleven men from all regions of the world to the ICC�s first bench. The Judges were sworn in at a ceremony hosted by the Host State of the Netherlands in The Hague on March 11, 2003. At the same time, the Judges elected the Presidency in accordance with the Rome Statute, choosing Philippe Kirsch of Canada as President, Akua Kuenyehia of Ghana as the first Vice-President and Elizabeth Odio Benito of Costa Rica as the second Vice-President.

The Assembly of States Parties elected the Prosecutor during its second resumed session, which took place April 21-23, 2003. States Parties proceeded on the basis of an earlier meeting in March, where they had agreed informally and on the basis of consensus, to elect Mr. Luis Moreno Ocampo of Argentina, as Prosecutor.
