In late 2006, negotiations on the Draft Headquarters Agreement were completed by the two parties, and the draft was approved by the Assembly of State Parties at its fifth session on 1 December 2006. This was followed on 7 June 2007, with the signing of the Agreement between President Kirsch of the International Criminal Court and the Dutch Minister of Foreign Affairs, H.E. Maxime Verhagen. The Headquarters Agreement entered into force on 1 March 2008, replacing the earlier interim Headquarters Agreement from 2002.
