||Substantive Criminal Law: A new Criminal Code entered into force on the 1st of September 2000 and a Criminal Procedural Code has been adopted. The Criminal Code provides for criminal responsibility for crimes against humanity and war crimes reflecting the definitions of the Rome Statute. Cooperation: The Law on Extradition of Criminals of 15 May 2001 does not enable the surrender to the ICC. The process of ratification is impeded by constitutional obstacles e.g. particularly by immunity of State officials and possibility of granting pardon.
