Europe is sadly no stranger to mass atrocities with millions of victims having suffered from the scourge of wars on the continent over the past century.

This month, we are calling on Armenia to pay homage to victims of past crimes and ensure protection under the rule of law for future generations by joining the ICC.

Amend constitution to allow Rome Statute ratification
42 states in Europe and Central Asia are ICC members. However, 12 others—including Armenia—remain outside the system.

Armenia signed the Rome Statute on 1 October 1999, but has yet to complete the process of ratification, due in part to a 2004 Constitutional Court ruling that the Statute was incompatible with the Armenian constitution.

In late 2013, however, Armenia began a constitutional review process to consider amendments to the constitution, and the Coalition is calling on Armenia to seize this opportunity to overcome the only legal obstacle to ratification of the Rome Statute.

By ratifying the Rome Statute, Armenia will not only contribute to ending impunity, but it will further strengthen the global voice at the Court and result in a more robust and meaningful participation in the international justice system.

Tatevik Gharibyan of Civil Society Institute Armenia: “International justice mechanisms such as the ICC seek to preserve the historic record regarding the commission of genocide, crimes against humanity, and war crimes, yet they can also serve to prevent those crimes from happening again. We are hopeful that our government will ratify the Rome Statute as soon as possible. Armenia’s membership would serve as a tribute to victims of the past and contribute to preventing the creation of new victims in the future.”
